With all the system corruption and hacking occurring around Kite and his friends, it could only be a matter of time before the attention of the system administrators turned their way. Lios sees no problem
with acting as he sees fit, making decisions for the administrators as a whole. Although he seems willing to consider a truce with Kite's groups for a while, in order to further his own ends, his very nature and goals may be too unlike the adventurers' to keep the peace for very long.
