Luccia is a scientist that was discovered working inside of Viper Manor. She
appears to be experimenting on different species. Her past has her connected as
a friend of Lucca, Kid's adoptive mother. It is unknown as to whether she is an
ally to General Viper or whether she's just working in Viper Manor due to unusual
circumstances.
